COVID-19 : NOVEL CORONAVIRUS

Please find below a selection of recent legislation changes relating to COVID-19 and communications for workplaces from key safety and environmental regulators in Australia and New Zealand.

LEGISLATION CHANGES

Directions in Relation to Persons Arriving in Tasmania

  • Requires persons who arrive in Tasmania from outside the State to answer questions and provide information to authorised officers and to isolate in certain circumstances.

Direction Under Section 16 - (Arrival requirements for certain travellers into Tasmania - No. 1)

  • Requires certain travellers arriving in Tasmania to undergo certain clinical assessments.

Direction Under Section 16 - (Management of premises - No. 5)

  • Restricts the number of persons permitted to be present at certain premises.

Direction Under Section 16 - (Residential Aged Care Facilities - No. 10)

  • Restricts the circumstances in which a person may enter, or remain on, the remises of a residential aged care facility.


Care Facilities Directions (No 16)

  • Restricts access to care facilities to limit the spread of COVID-19 within a particularly vulnerable population - came into force at 11:59 pm on 8 November 2020.

COVID-19 Omnibus (Emergency Measures) (Criminal Proceedings and Other Matters) and (Integrity Entities) Amendment Regulations 2020

  • Amends the COVID-19 Omnibus (Emergency Measures) (Criminal  Proceedings and Other Matters) Regulations 2020 and the COVID-19 Omnibus (Emergency Measures) (Integrity Entities) Regulations 2020.

Diagnosed Persons and Close Contacts Directions (No 13)

  • Requires persons diagnosed with COVID-19 to self-isolate, and persons living or in close contact with a diagnosed person to self-quarantine - came into force at 11:59 pm on 8 November 2020.

Extension of Declaration of a State of Emergency

  • Extends the declaration of a public health emergency made on 16 March 2020 until 11.59 pm on 6 December 2020.

Hospital Visitor Directions (No 14)

  • Prohibits non-essential visits to hospitals to limit the spread of COVID-19.

Restricted Activity Directions (Victoria)

  • Restricts the operation of certain businesses and undertakings - came into force at 11.59 pm 8 November 2020.

Stay Safe Directions (Victoria)

  • Requires persons who ordinarily reside in Victoria to wear face coverings and to limit their interactions with others by restricting gatherings - came into force at 11.59 pm on 8 November 2020.

Workplace (Additional Industry Obligations) Directions (No 11)

  • Establishes additional specific obligations on employers and workers in specific industries in relation to managing the risk associated with COVID-19 - came into force at 11.59 pm on 8 November 2020.

Workplace Directions (No 9)

  • Limits the number of persons attending work premises to assist in reducing the frequency and scale of COVID-19 outbreaks in Victorian workplaces and establish specific obligations on employers and workers - came into force at 11:59 pm on 8 November 2020.


Pay-roll Tax Relief (COVID-19 Response) Amendment Act 2020

  • Amends the Pay-roll Tax Relief (COVID-19 Response) Act 2020.


Exemption of Persons from Clauses 8(2) and 8(3) of the COVID-19 Public Health Response (Air Border) Order (No 2) 2020

  • Exempts certain persons who are returning to New Zealand as part of non-operating air crew from Clauses 8(2) and 8(3) of the COVID-19 Public Health Response (Air Border) Order (No 2) 2020.
